 Post subject: Shade or Shadow

My boss gave me a map created by another office. One side of the river and waterways has a drop shadow or shade. It is very light, like a gradient. And one side of the roadways or ROW is slightly darker than the other giving the whole map a very slight 3d/relief look. Does anyone know how this was done? in GIS, AutoCAD, Illustrator, Photoshop? If it is a matter of taking it into Illustrator or Photoshop, I think I can figure it out, but there has got to be an easier way! I can send a sample in pdf. Please help!!! I have to duplicate this.
